UAE E-Invoicing 2026–2027: Deadlines, Phases and How to Get Ready

The UAE is replacing PDF and paper invoices with structured e-invoices. Large businesses go live on 1 January 2027 and almost everyone else on 1 July 2027. Here is what is required, when, and how to prepare.

Key takeaways

  • An e-invoice is a structured data file exchanged through an accredited service provider (ASP) and reported to the FTA — not a PDF.
  • Revenue of AED 50 million or more: appoint an ASP by 30 October 2026 and go live on 1 January 2027.
  • Revenue below AED 50 million: appoint an ASP by 31 March 2027 and go live on 1 July 2027.
  • Missing your deadline can cost AED 5,000 per month, plus penalties per non-compliant invoice.

Under the new system an invoice is no longer a document you email. It is a structured data file (XML) that travels from the supplier's accounting system to the buyer's system through Accredited Service Providers (ASPs) on the Peppol network, while the invoice data is reported to the Federal Tax Authority (FTA) at the same time. That is why it is often described as a five-corner model: supplier, supplier's ASP, buyer's ASP, buyer — and the FTA.

What the new rules require

The framework is set out in Ministerial Decisions No. 243 and No. 244 of 2025, which define who is in scope and the implementation timeline, and Cabinet Decision No. 106 of 2025, which sets the penalties.

  • In scope: business-to-business (B2B) and business-to-government (B2G) invoices and credit notes issued by persons doing business in the UAE — whether or not they are registered for VAT — unless they are specifically excluded.
  • Not in the first rollout: business-to-consumer (B2C) sales.
  • Who transmits: only providers accredited by the Ministry of Finance. Your accounting system or ERP connects to your ASP; you do not send invoices to the FTA yourself.

Timeline: who goes live when

Phase 2Annual revenue below AED 50 million31 March 20271 July 2027
Phase 3Government entities31 March 20271 October 2027

The Phase 1 deadline for appointing an ASP was originally 31 July 2026. The Ministry of Finance extended it to 30 October 2026; the go-live date of 1 January 2027 did not change.

Phase 1 businesses: if your revenue is AED 50 million or more and you have not signed with an accredited provider yet, treat it as urgent — the appointment deadline is 30 October 2026.

What changed in October 2026

Ministerial Decision No. 197 of 2026, published on 19 October 2026 and effective from 1 October 2026, amended the e-invoicing rules in Ministerial Decision No. 243 of 2025:

  • Tax groups: transactions between members of the same VAT tax group are treated as excluded transactions for 24 months starting 1 January 2027. Invoices to customers outside the group are still in scope.
  • Data storage: e-invoices, electronic credit notes and related data must be kept for the period set by the Tax Procedures Law and provided to the FTA on request — the requirement to store them inside the UAE has been removed.
  • System failures: the requirement to notify the FTA of a system failure within two business days has been removed.

Separately, Ministerial Decision No. 168 of 2026 replaced the accreditation rules for service providers from 1 October 2026. Before you sign, check that your provider holds full accreditation under the new framework.

Penalties for missing the deadlines

Cabinet Decision No. 106 of 2025 sets administrative penalties that apply once your mandatory date has passed. The main ones are:

  • Not implementing the e-invoicing system or not appointing an ASP on time: AED 5,000 per month of non-compliance.
  • Not issuing or transmitting an e-invoice or electronic credit note in the required way: AED 100 per document, capped at AED 5,000 per month.

How to get ready: a six-step plan

  1. Confirm your phase. Compare your annual revenue with the AED 50 million threshold. If you are close to it, get advice on which phase applies before you plan.
  2. Map every invoice flow. List where invoices and credit notes are created today — ERP, POS, e-commerce, manual Excel or Word templates — and who receives them: businesses, government or consumers.
  3. Clean your master data. Customer legal names, TRNs, addresses, item descriptions and tax codes must be complete and consistent. Most rejected e-invoices fail on data, not on technology.
  4. Choose and appoint an ASP. Compare accredited providers on integration with your system (Xero, Zoho, Odoo, SAP or a custom ERP), price per document, onboarding support and archiving.
  5. Integrate and test. Connect your system, send test invoices and credit notes, and check how rejections and corrections reach your team.
  6. Update processes and train people. Approvals, credit-note handling, month-end cut-off and record keeping all change when invoices become data instead of documents.

What it means for small and medium businesses

Most SMEs fall into Phase 2: appoint an ASP by 31 March 2027 and go live by 1 July 2027. That sounds far away, but the slow parts of the project — cleaning data, fixing invoice templates and choosing software — take as long for a small business as for a large one. Starting now spreads the effort, and you can go live voluntarily as soon as your system is ready.

E-invoicing also pays back beyond compliance: fewer invoice disputes, faster collections, cleaner VAT returns and automatic matching of purchase invoices in your accounting system.

Frequently asked questions

Does e-invoicing apply if my business is not registered for VAT?

Yes. The framework applies to persons doing business in the UAE whether or not they are registered for VAT, unless they are specifically excluded. Check your position before assuming you are out of scope.

When does a business with revenue below AED 50 million have to start?

It falls into Phase 2: appoint an accredited service provider by 31 March 2027 and go live by 1 July 2027. Voluntary adoption has been possible since 1 July 2026.

Can I keep sending PDF invoices?

Not for in-scope B2B and B2G invoices once your mandatory date arrives. From then on the legal invoice is the structured e-invoice exchanged through your accredited service provider.

Do transactions inside a VAT tax group need e-invoices?

Not at first. Under Ministerial Decision No. 197 of 2026, transactions between members of the same VAT tax group are excluded for 24 months from 1 January 2027. Invoices to customers outside the group are still in scope.

What does an Accredited Service Provider (ASP) do?

An ASP is accredited by the UAE Ministry of Finance to validate e-invoices, exchange them with the buyer's provider over the Peppol network and report the invoice data to the FTA. Your accounting system connects to it.
